Delegate Candidate Requirements

Thank you for your interest in becoming a delegate to Continental Congress 2.0 which will be meeting in Philiadelphia from July 2nd to July 4th. Your honest and ethical service to our country is urgently needed because politicians from both parties have failed us in every way imaginable.  

Delegates must meet the following requirements/responsibilities:

  1. Each of the 435 congressional districts will elect one person identifying as male and one person identifying as female. Delegates who are transgendered or do not identify as either male or female may choose to run for either the male or female Delegate seat but not both.
  2. Each delegate must be 18 years of age or older on or before June 1, 2012. 
  3. Each of the four U.S. territories (Guam, American Somoa, Northern Mariana Islands, U.S. Virgin Islands) may elect one delegate per territory regardless of gender/sex identification. 
  4. If a female does not run for one of the two seats, then the male candidate who comes in second place will fill the second seat so that every district has two representatives.  The same rule applies if no males run and two or more females run for the two seats.
  5. Delegates must be a U.S. Citizen or Lawful Permanent Resident and reside in the Congressional District for which you are running on or before June 1, 2012.
  6. We are aware that congressional district lines will be changing in 2012. Because most of the district line changes occur after our election (June 1st - 7th), we have decided to use the 2011 district lines which may be found on this map.
  7. Delegates may not run on a party platform or use a party label (e.g., Republican, Democrat, Green, etc.). We respect everyone's First Amendment rights but for this election, you will simply run as "an American" regardless of your party affiliation.
  8. Delegates may not accept any gifts or money except a reasonable amount of funding to help pay for their trip and stay in Philadelphia in July 2012. Delegates are permitted to fundraise for the election by directing prospective contributors to our donation page.  This rule is being imposed to avoid any possibility of influence peddling and to send a message to the paid cronies in Washington that the financing of an election should not come from special interest groups and lobbyists. 
  9. Delegates may not make any promises to vote a certain way in exchange for something of value. Although this practice of paying for votes is perfectly legal and encouraged in Washington, DC, everywhere else it is considered corruption and bribery.
  10. Delegates must not have been convicted of a violent felony offense in the past 10 years (as of June 1, 2012). This does NOT bar people convicted of misdemeanors or non-violent felonies.
  11. Elected Delegates MAY have to provide their date of birth for a criminal background check ONLY if a name-search flags a violent felony conviction within the past ten years. 
  12. Delegates must provide their home address, a phone number or email address and zip code+4 so that we can confirm each Delegate is a resident of the congressional district in which he or she is running on June 1st.
  13. Subject to certain exceptions, Delegates must agree to travel to Philadelphia and remain between July 2-4 and work diligently to approve a complete list of grievances and solutions to be contained in the final Petition for Redress of Grievances.
  14. Each state delegation should prepare a list of five grievances and send them to before June 20, 2012.
  15. Online tools like NationBuilder are being provided to Delegate candidates to work with each other to prepare the five draft grievances from each state delegation.
  16. The grievances and solutions contained on this website are merely SUGGESTIONS that will be voted up or down by the Delegates.
  17. The 99% Working Group will assist the delegates in finding housing for their stay in Philadelphia. We have obtained block discount hotel rates near the venue and Delegates are strongly encouraged to share rooms to reduce the overall cost. Once elected as a Delegate, please send your housing needs (including any family members who will accompany you) to and we will make the appropriate recommendation.
  18. Delegates with special needs should email with any special requirements.
  19. As stated above, Delegates must be willing to attend and be present for all votes during the Congress in Philadelphia while it meets from July 2, 2012 to July 4, 2012. However, if sufficient funds are available, live stream will be provided for Delegates who live too far away to attend or are unable to attend. Please note that while the Convention Center is paid, we have not yet raised the money to provide the live stream hook-up. This is a top priority in our fundraising efforts.
  20. No one except the Delegates, support staff and security will be permitted in the ballroom where the Congress will be meeting. Anyone, including the Delegates, who disrupt the proceedings will be immediately escorted out by security and banned from further attendance. There will be no warnings given. This is a professional working meeting of citizens in a country in crisis. Interruptions, distractions or speaking out of turn will not be permitted. Irrespective of what the Supreme Court said in Citizens United, no PERSON has a greater right to speech than any other PERSON. 
  21. The final vote on ratification will take place on or before July 4, 2012 and the signing ceremony is planned for the afternoon of July 4, 2012 on Independence Mall. In the event of rain or lack of funding, the planned outdoor program will be held indoors at the Convention Center.
